Well i banned him and i noticed that in the permanent ban the banned user can reconnect to the server immediately without getting kicked like we wasn't banned at all..

M8 i have permanently banned him 2 times. There is something wrong with the permanent ban privileges, thats why he keeps coming back. I think Alfred should check it out.

he just changes his ip
he restarts the router
or he has o program that changes the ip right away
very simple..
